The method comprises the following steps: UE sends a NAS message contained in a switching confirmation message at a UE end to eNodeB; if the switching is successful, the targeted eNodeB sends the received NAS message contained in the switching confirmation message to MME/SAE Gateway with the carrier of a switching completion message; the MME/SAE Gateway sends the NAS message at the MME/SAE Gateway end to the targeted eNodeB with the carrier of a switching completion confirmation message; and then the targeted eNodeB sends the NAS message to the UE. The invention also discloses a system of a long-term development network for realizing the method and a base station thereof.
