The method comprises the following steps: configuring a user token bucket for each user to be supervised and performing single-flow supervision on the user token bucket, configuring a general token bucket for all users to be supervised, wherein, token addition rate of the configured general token bucket is associated with sum of the token addition rates of all the user token buckets; when the token addition rate of the configured general token bucket equals the sum of the token addition rates of all the user token buckets, after messages of the users to be supervised are obtained, if number of tokens in the user token bucket of the user and/or number of tokens in the general token bucket is more than orequal to number of the arrived messages, forwarding the arrived messages, or discarding the messages.
