The invention discloses a complete time strategy representation model, which can be represented as a five-part model comprising five parts, wherein the five parts are a strategy starting time part [ts, te], a timing mode part, a counting part represented as the absolute value of N, a period representation part P and an actual strategy part C respectively; and simultaneously, a realization process of abstracting the five parts from actual application is defined and comprises the following steps: first determining time granularity, namely a smallest time representation unit (such as millisecond, microsecond, second and the like), according to actual application conditions, and determining a greatest time unit (such as year, quarter, month and the like) according to the granularity and a time length suitable for a strategy so as to determine time representation; then determining a starting time ts and an ending time te of the strategy, and analyzing and determining an execution period, namely, finding out a regular period P according to an order that the time units of the strategy are greater and greater; and finally adding strategy rules and generating the strategy with time.
