The method provided by the invention comprises the following steps of: compressing a code stream of a received signaling, the edition information of the signaling and the self-description information for describing the composition structure of the code stream of the signaling into a signaling file by an operation maintenance center to be issued outwards; and decompressing the signaling file when the signaling file issued by the operation maintenance center is viewed by a signaling offline reader, acquiring the code stream, the edition information and the self-description information of the signaling therefrom, decoding and displaying the code stream of the signaling according to the acquired edition information and the self-description information of the signaling. According to the embodiment of the invention, the decoding workload of a manually maintained signaling is lightened and the practicability of multi-edition signaling maintenance is improved.
