The method comprises: a network side receives a PDN connection construction request which aims at an appointed access point name (APN) and is sent by user equipment; if the appointed APN is in a congestion state, the network side determines that the PDN connection is the LIPA PDN connection or non LIPA PDN connection; if the PDN connection is the LIPA PDN connection, the network side accepts the LIPA PDN connection construction request of the user equipment; and if the PDN connection is the non LIPA PDN connection, the network side performs congestion control on the PDN connection construction request. In the embodiment, the congestion control is not required during construction of the LIPA PDN connection, so the user equipment can construct the LIPA PDN connection which aims at the APN during running of SMback-offtimer of the APN; and the normal construction of the LIPA PDN connection can be guaranteed.
