Proposed is an IEEE OAM-based management message (CDMM) encapsulation method, which comprises: step 1: when the length of a CDMM is greater than the maximum transport length of the transport layer, conducting frame fragmentation on the CDMM, each fragment being a protocol data unit (PDU) of the CDMM, and the CDMM comprising a first PDU and following PDUs; and step 2: encapsulating in an IEEE OAM-based transport layer the CDMM on which the frame fragmentation is conducted, the first PDU comprising a PDU version number field used for identifying a reserved field of a radio-frequency output port, an opcode field of the CDMM message, a session ID field of the CDMM, and a data field related to an opcode, and a CDMM message frame which is encapsulated in the IEEE OAM-based transport layer comprising a transport layer protocol head and a message content. A CDMM which is encapsulated using the present invention can achieve standard interoperability-based distributed configuration of a system control module and a radio-frequency interface module, and can exchange configuration, status and management messages between the system control module and the radio-frequency interface module.
