The method is characterized by comprising the following steps: firstly, placing and jacking a base; secondly, placing a pallet beam and a stretching prestressed steel strand; thirdly, setting a spacing device; fourthly, entirely jacking; fifthly, performing top-connecting construction; and sixthly, mounting a support, wherein the order of the first, the second and the third steps can be interchangeable. The method has the advantages of simplicity in operation, high safety and definite force transmission; and although the span of arch after jacking is slightly reduced, the integrity of a pier foundation in position after jacking is excellent, and the integral security is higher than that of the original design.
