Each storage battery pack comprises a plurality of single batteries connected in parallel and is formed by connecting a plurality of parallel units connected in series; each storage battery pack is connected with one set of battery management system; the battery managing system is used for monitoring the voltage, the current, the resistance and the capacity state of the single batteries and playing a role of balancing the charging and the discharging; the storage battery pack is connected in parallel to a charger and a bus through a control switch; and a charging and discharging control method for the storage battery is used for controlling a charging switch and a discharging switch of each storage battery pack and a diesel engine switch. According to the storage battery charging-discharging system and the control method thereof disclosed by the invention, the service life of the battery can be prolonged to the maximum extent; by combining the characteristics of new energy sources with the diesel engine, the energy storage action and the voltage stabilizing action of the storage battery are fully exerted, the utilization efficiencies of the novel energy sources and the diesel engine are increased and the cost is reduced; and meanwhile, the online replacement of the battery is realized and powerful support for an energy-storage technology of an unstable new energy source power generating system is provided.
