A seamless data transmission system between a digital TV network and a mobile communication network. The system receives a digital television signal from a digital television network and detects a decoding bit error rate of the digital television signal at a first frequency. When the decoding bit error rate detected at the first frequency is continuously greater than the first threshold value, the decoding bit error rate of the digital TV signal is detected at the second frequency and the average signal strength of the mobile communication network is detected.
