The base station and the terminal determine effective time of updated TDD uplink and downlink configuration according to a same effective time determining method and begin to use the updated TDD uplink and downlink configuration to perform data transmission when the effective time is reached. The TDD uplink and downlink configuration that has not updated is always used for performing data transmission before the effective time is reached.
