According to the method, an unstructured supplementary service data (USSD) server queries a user authority database to judge whether a calling terminal has the authority to use the international roaming callback service; if the calling terminal does not have the authority, the USSD server suspends the international roaming callback service; and if the calling terminal has the authority, the USSD server calls the calling terminal back and calls a called terminal, wherein a USSD service authority server transmits international roaming user authority data to the USSD server through a data interface between the USSD service authority server and the USSD server.
