According to the method, an unstructured supplementary service data (USSD) server queries a user authority database to judge whether a calling terminal has the authority to use the international roaming callback service; if the calling terminal does not have the authority, the USSD server suspends the international roaming callback service; and if the calling terminal has the authority, the USSD server calls the calling terminal back and calls a called terminal, wherein a USSD service authority server transmits international roaming user authority data to the USSD server through a data interface between the USSD service authority server and the USSD server. The method and the system have strong operability, meet the requirement on querying the authority of a calling subscriber while the characteristics of the existing technology, such as business process and networking structure, are not changed, shorten the time delay that the calling subscriber waits for the calling back, improve customer perception, reduce the overhead of a circuit and a signaling link in a system and lower the cost.
