Abstract

A method comprises the following steps: calculating a generalized water supply amount; calculating a generalized water demand amount; constructing a drought evaluation index based on a water resource system; and verifying the index: comparing the calculated drought evaluation index value with the actual drought condition of a typical session to verify the reasonability of the index. Compared with the prior art, the drought evaluation index is constructed from the perspective of the water resource system, so that the problem in drought evaluation for a long term is solved, the unified evaluation of meteorologic, hydrologic, agricultural and socioeconomic droughts is realized, and the characteristics of a drought event are scientifically and comprehensively reflected. The system is widely applied to the drought evaluation of a river basin or a region greatly influenced by human activities and especially suitable for the quantitative drought evaluation of the East Liaohe River basin.
