The method comprises the following steps: receiving a switch request sent by a base station for switching UE from VoLTE (Voice over LTE) to GSM by the eMSC, wherein the switch request comprises a user identifier and switching type information; acquiring a proxy switch address which is different from an own switch address of the eMSC by the eMSC when the user identifier is a non-local identifier and the switching type informationis an eSRVCC switching type; after completing the circuit domain resource reservation by the eMSC, sending a switching completion notification to an MME; generating a switching call ticket by the eMSCaccording to a corresponding time point of sending the switching completion notification, wherein the switch address in the switching call ticket is the proxy switch address; and sending the switching call ticket to a BOSS system by the eMSC, so that the BOSS system determines that the switching call ticket does not generate roaming charges according to the proxy switch address in the call ticket.
