The system comprises hardware accelerator equipment, wherein a Qos function module is arranged in thehardware accelerator equipment, and the NFV generates Qos parameters through the Qos function module, so that the Qos function of the NFV is achieved. Through adoption of the system and method for optimizing the data forwarding performance of the NFV, the hardware accelerator is added, and the Qos is sunk into the hardware accelerator, so that the influence of the Qos function on the performance of a DP layer is reduced. A CP layer issues Qos configuration parameters to the hardware accelerator equipment, and the hardware accelerator realizes the Qos function according to the configuration parameters.
