The method comprises the following steps: (1) dividing a shared bicycle parking area into a plurality of scheduling cells in combination with area requirements and operator delivery characteristics; (2) acquiring the actual total number of shared bicycles in each scheduling cell according to the GPS data; (3) judging the supply and demand conditions of each scheduling cell; (4), determining a shared bicycle scheduling cost charging mode of each scheduling cell; and (5), obtaining a calculation model withthe lowest scheduling cost of each scheduling cell.
