The invention discloses an urban shared bicycle intelligent management system and method based on the IoT technology, and the system achieves the indoor and outdoor precise positioning of a shared bicycle and the automatic supervision of a parking position at low cost without GPS through the bidirectional short-distance communication between a common smartphone and a new-generation active RFID terminal. The system achieves the information control of the unlocking and locking of the shared bicycle through a cellphone of a bicycle user, not through a mobile public network communication module installed in the shared bicycle, achieves the indoor and outdoor positioning of the shared bicycle through the low-power-consumption position tag technology, reduces the manufacturing cost of a conventional shared bicycle, greatly reduces the management cost for a shared bicycle operator, and more importantly, overcomes various types of conflicts caused by the parking mess of the conventional shared bicycles.
