The method mainly comprises that a network side sends a measurement report criterion list to the user equipment UE by a system message; the measurement report criterion list comprises an identification ID of the measurement report event and a measurement report parameter information which is corresponding to the ID; the UE stores the measurement report criterion list; the UE selects corresponding measurement report parameter according to the stored measurement report criterion list after receiving a special measurement control command which carries the ID information of the measurement report event and carries out measurement according to the measurement report parameter. The device and the system comprise the network side equipment and the UE (user equipment). The invention can reduce the load of the special measurement control signalling, and improves the sending efficiency of the measurement control information and message.
