The method comprises that: a first access network discovery and selection functional entity ANDSF acquires network situation information through interaction with a second ANDSF after a user terminal access a network; and the first ANDSF sends the network situation information to the user terminal to perform target network selection or select a target network for the user terminal according to the network situation information. Correspondingly, the embodiment of the invention also provides a network system and a device. The technical proposal provided by the embodiment of the invention can achieve network discovery and selection treatment more simply.
