The method comprises the following steps of: dividing a main cell into grids; calculating the number proportion of main cell MRs (measurement reports) corresponding to the grids in an MR and determining the grids, the number proportions of which are larger than a proportion threshold value, to be main cell grids; calculating a difference value between an RSCP (received signal code power) average value of the main cell in the main cell grids and an RSCP average value of other cells beyond the main cell; and determining other cells the difference values of which are smaller than a difference value threshold value to be neighbor cells of the main cell. The method and the device can more accurately determine the neighbor cells of a cell.
