The method comprises: an evolution base station determines a retroversion instruction aiming at each uplink member carrier of user equipment; the evolution base station carries the retroversion instruction aiming at each uplink member carrier of the user equipment in a random access response message; and the user equipment determines the uplink member carrier and the initiating time for initiating next random access according to the retroversion instruction of each uplink member carrier in the random access response message. The invention can overcome the defect that the prior art only can realize congestion control on single member carrier; the invention can better solve the problem of random access congestion control between the carriers of a multiple-member carrier system and improves the random access success rate of the whole system.
