A front end generates an application index and a network index according to description information of a content of the media file; a broadcasting server collects user subscribing information or user behavior information by a bilateral network from a terminal so as to regulate the application index, the network index and a content of the broadcasted media file; and the content of the broadcasted media file and the regulated network index and applicationindex are packaged into a transmission data message and the transmission data message is sent to the terminal by an unilateral network. Compared with the prior art, the invention increases a feedbackmechanism between front end equipment and terminal equipment, sufficiently utilizes the existing unilateral and bilateral coexistence transmission network and can make the front end carry out real-time regulation on the broadcasted media content file according to the requirement of a user.
