The method comprises the steps of: acquiring all call bill data of a same user in a period of time; determining the most east position, the most south position, the most west position and the most north position in all the call bill data according to geographical position information of all the acquired call bill data, and delimiting a rectangular analysis area by taking the four positions as references; dividing the rectangular analysis area into a plurality of grids with preset length and width, and counting the number of the call bill data occurring in each grid; delimiting a location candidate area by taking the grid with the most call bill data as a reference; and increasing the periphery of each delimited location candidate area by a preset length, and determining the location candidate area, of which the number of the call bill data does not increase after all the peripheries are increased by the preset length, as a normal-state address point of the user. The invention further relates to a call bill data analysis method, which is used for analyzing the call bill data within the normal-state address point of the user so as to provide a better communication environment and a better communication service for a specific client in a better way.
