According to a time on-off technology based on CQI in the indoor LTE system, data are not transmitted at a subframe low in CQI value and are transmitted until the subframe is high in CQI value, and therefore energy consumption can be reduced at the cost of group delay. The time on-off method based on CQI in the indoor LTE system can achieve the effect that a data package is transmitted in a high speed transmission mode when channel conditions are excellent, thereby improving the efficiency of data sending of a system; when the channel conditions are poor, the data package is stopped from being sent and continues to be sent after the channel conditions are improved; or, the data package is still sent when a CQI feedback value is relatively low and is above a certain time threshold value so as to ensure the continuity of communication.
