Specifically, a location optimization server on a network administers a virtual machine operation server whereon a virtual machine which provides a service to a client terminal operates, and directs the migration of the virtual machine to a virtual machine operation server which is a migration destination according to the location coordinate information relating to the client terminal. In such a circumstance, the location optimization server carries out the direction relating to the migration of the virtual machine on both the migration source (present) virtual machine operation server whereon the virtual machine is operating and the migration destination virtual machine operation server.
