The planning method comprises the steps of establishing a network frame planning model of the active power distribution network with the lowest comprehensive economic cost serving as the target and a first vector of the feeder line type and a network topology of a representation system serving a control variable; establishing a DG configuration model of the active power distribution network with the optimal improvement degree of the 'load flow-voltage-network loss' comprehensive coordination degree between a DG device and the active power distribution network serving as the target and with the installation position of the DG device in the presentation system and a second vector of the configuration unit number of the installation position serving as a control variable; conducting iteration solving on the network structure planning mode and the DG configuration model through a preserved algorithm to obtain an optimal solution of the first vector and the second vector, and making the optimal solution serve as a planning scheme of the active power distribution network.
