The method comprises the following steps: according to user request resources and user grades, obtaining user initial scheduling data, and according to the user initial scheduling data, distributing network resources to users in a static mode; monitoring the QoE data of the users; according to the user request resources, the user grades and the current QoE data of the users, obtaining dynamic priorities of the users; and according to the dynamic priorities, dynamically distributing the network resources to the users.
