The method enables frequency modulation power increments to tend to consistency when the power grid frequency fluctuates within the small range, contributes to oriented and quantitative regulation of the set, and reduces disturbance of rotating speed fluctuation on the set when the primary frequency modulation functions. The method just influences the primary frequency modulation performance of the set when the power grid frequency fluctuates within the small range and the set is still regulated according to an original rotating speed droop function when the power grid frequency fluctuates within a large range.
