The fixed support is inserted into the side wall of a dyke of a reservoir, the upper float body and the lower float body suspend on the surface of water, the soft ruler tensions under the action of the spring winding instrument, when in detection, the scale information of the soft ruler is obtained through the first image sensor, the image sensor sends the scale information to the circuit control panel, the circuit control panel sends the scale information, locating information acquired by the GPS locating device, and water level picture information acquired by the second image sensor to a far-end server through the wireless communication device.
