The invention provides forwarding item generating method and device for an SDN (Software-Defined Network) and a packet forwarding method. According to the invention, an SND controller generates entry and mid flow items according to packet feature information of service streams, different forwarding paths and the maximal flow rate of the service streams; generates exit flow items based on packet feature information of the service streams and forwarding exit ports. Entry nodes send packets carrying flow rate marks on selected paths according to entry flow items corresponding to the flow rate of the service streams and the packet feature information. Middle nodes on the paths continue to send the packets carrying the flow rate marks on the selected paths according to mid flow items matched with the packet feature information and the flow rate marks. Exit nodes sends packets with the flow rate marks removed according to the exit flow items matched with the packet feature information of the service streams. Therefore, flow items are generated according to flow rates of different forwarding paths of the service streams in the SDN and routing forwarding is performed at the flow rate of the service streams.
