The radio access network switching method comprises the following steps:the base station in an evolved universal terrestrial radio access network E-UTRAN makes a decision of switching user equipment UE to a 5G radio access network 5G-RAN and sends a switching requirementmessage to a mobility management entity MME; the MME sends a relocation request message to a 5G core network control plane 5GC CP and receives a relocation response message from the 5GC CP; the MME sends a switching instruction message to the base station in the E-UTRAN; the base station in the E-UTRAN sends the switching instruction message to the user equipment UE, so that the UE is switched tothe 5G-RAN from the E-UTRAN, wherein in the process that the UE is switched to the 5G-RAN from the E-UTRAN, the base station in the E-UTRAN and the base station in the 5G-RAN carry out direct data forwarding or indirect data forwarding.
