Some embodiments provide a communication system that includes a first licensed wireless communication system, a second generic access network (GAN) that includes a generic access network controller (GANC). The GANC is communicatively coupled to the first communication system through a universal mobile telecommunication system (UMTS) terrestrial radio access network (UTRAN) Iu interface. The communication system also includes a user equipment (UE). The GANC includes a UDP protocol layer and a GTP-U protocol layer over the UDP protocol layer of the GANC. The UE includes a UDP protocol layer and a GTP-U protocol layer over said UDP protocol layer of the UE. The UDP protocol layer of the GANC is communicatively coupled to the UDP protocol layer of the UE. The GTP-U protocol layer of the GANC is communicatively coupled to the GTP-U protocol layer of the UE.

Mechanisms to extend UMA (Unlicensed Mobile Access) or GAN (General Access Network) to inter-work with a UMTS (Universal Mobile Telecommunications System) core network. A UMA network controller (UNC) is provided to interface between a UMA network and a UMTS core network using the standard Iu-CS and Iu-PS interfaces. From the viewpoint of the UMTS core network, the UNC appears as another Radio Network Controller (RNC). Protocol layer schemes are disclosed for mobile stations, UNCs, SGSNs and MSCs to support signaling and data messaging in both the packet-switched and connection-switched domains. Some embodiments provide a method and technique for explicitly indicating the start of a communication session within an Unlicensed Mobile Access (UMA) network or Generic Access Network (GAN). To facilitate the explicit indication of the start of the communication session, some embodiments replace the first DIRECT TRANSFER message exchanged between a user equipment (UE) and network controller of the UMA network or GAN with a new message, the GA-RRC INITIAL DIRECT TRANSFER message. Some embodiments also provide a method and technique to activate a communication channel prior to performing handover from a first licensed wireless communication network to the UMA network or GAN. The present invention provides a method, system and apparatus for providing security in an unlicensed mobile access network or a generic access network by receiving a message containing a mobile identity of a mobile station (MS) and dropping or rejecting the message whenever the received mobile identity does not match a stored mobile identity associated with the MS. The message is processed whenever the received mobile identity matches the stored mobile identity associated with the MS. The stored mobile identity is provided by a secure gateway. The mobile identity can be an International Mobile Subscriber Identity, Temporary Mobile Subscriber Identity, Packet Temporary Mobile Subscriber Identity, private Internet Protocol (IP) address or public IP address. The message can be a registration request, uplink message or a downlink message, such as a Mobility Management message, a General Packet Radio Service Mobility Management message, or a UMA or Unlicensed Radio Resources message.

A system and method of supporting packet-switched handover of a mobile station (MS) from a GERAN/UTRAN cell to a Generic Access Network (GAN) cell within a GAN. If the MS is within coverage of the GAN cell, the MS registers within the GAN triggering initiation of the packet-switched handover from the GERAN/UTRAN cell to the GAN cell. A preparation phase is then conducted for executing the packet-switched handover. The preparation phase includes identifying the MS context as part of the preparation phase and activating the GA-PSR TC towards the MS. Next, the packet-switched handover is executed, resulting in the MS switching to GAN mode. The MS then begins transferring packets via the GAN cell. The system and method also supports a packet-switched handover from the GAN cell to the GERAN/UTRAN cell.

A method and apparatus for determining handover (HO) signaling in a communications network. The method of the present invention examines the International Mobile Subscriber Identity (IMSI) of a user equipment (UE) during HO and, based on the examination, determines whether Single Radio Voice Call Continuity (SRVCC) or circuit switched (CS) over Long Term Evolution (LTE) using a Generic Access Network Controller (GANC) should be used in the HO.

Embodiments are provided for supporting multiple Radio Access Technologies (RATs) using a common backhaul transport network. A relay node is configured to instantiate a virtual-user equipment (V-UE) layer for a UE, upon determining that the UE uses a different RAT than the backhaul transport network. A connection is then established between the V-UE layer and a V-UE gateway using a pre-existing radio interface between the relay node and a base station. Upon receiving data from the UE, the relay node translates the data into a RAT format supported by the backhaul transport network, and sends the data on the connection via the base station, wherein the RAT format of the UE is transparent to the base station. Methods for reducing paging load when a Mobile Station (MS) switches between a cell providing access according to a first radio access technology (RAT) and a cell providing access according to General Access Network (GAN) radio access technology, wherein different radio resource (RR) entities in the MS are associated with the first RAT and the GAN radio access technology, a combined radio access network (RAN) controller manages cells associated with the first RAT and the GAN, and the combined RAN controller is unable to independently determine when the MS switches service from the first RAT to the GAN, and vice versa. When an MS has successfully acquired service from a wireless access point associated with the GAN (i.e., it has successfully performed a GAN registration procedure towards a GAN controller (GANC) using that wireless access point), wherein the wireless access point is associated with a cell in the same geographical service area as a cell associated with the first RAT through which the MS was previously receiving service, it sends a message to the combined RAN controller indicating that the GAN RR entity has become the serving RR entity in the MS, whereby the combined RAN controller can forward all future paging messages for the MS only through the access point associated with the GAN.

A Generic Access Network Controller (GANC) for providing both location and charging information from a Generic Access Network (GAN) to a core network. During registration of a mobile station (MS) the GANC determines a Charging Cell Global Identity (Charging-CGI) and a Location Cell Global Identity, (Location-CGI) for the MS and stores the CGIs in an MS context. The MS sends to the GANC, a request a to establish a signaling connection, and includes an Establishment Cause IE indicating a reason for the connection. A Generic Access Network (GAN) and a method for implementing services by using the GAN are disclosed. The GAN is configured to connect a generic IP network with a target network, and includes a Generic Access Network Controller (GANC) configured to enable a User Equipment (UE) to access the target network via the generic IP network.
