The method comprises the following steps: acquiring electrical characteristic data of a distribution transformer side and a user side in a low-voltage power distribution network in real time; performing dimension reduction on three-phase voltage data in the electrical characteristic data of the user side to obtain a single-phase equivalent voltage sequence; reducing the single-phase equivalent voltage sequence to obtain a plurality of virtual user clusters; calculating virtual active power and virtual daily electricity consumption time series data of each virtual user cluster; wherein each virtual user cluster comprises a plurality of real users; based on the virtual active power and the virtual daily electricity consumption of the virtual user cluster and the electrical characteristic data of the distribution transformer side, solving the joint optimization model to obtain a real-time incidence matrix representing the optimal connection relation between the distribution transformer and the virtual user cluster; and comparing the real-time incidence matrix with a historical standing book incidence matrix, and carrying out dynamic identification and abnormity evaluation on the line change relation to obtain a dynamic identification and abnormity evaluation result of the low-voltage line change relation.
