The method comprises the following steps of: obtaining subcontracting information of a target resource returned by a server; generating a plurality of resource subcontracting download tasks according to the subcontracting information, sending each resource subcontracting download task and attribute information of a requesting terminal device to an accelerating terminal device, so that the accelerating terminal device sends a UDP resource subcontracting download request IP data message to a server according to the resource subcontracting download task and attribute information. The receiving server subpackets the resources returned by the IP data message according to the UDP resources subpackets download request, and recombines the resources subpackets according to the subpackets information to obtain the target resources.
