For example, a method includes determining afirst resource allocation for communicating between a network device and a terminal device over an unlicensed spectrum. The method also includes determining a resource usage on the unlicensed spectrum. The method also includes determining a second resource allocation for performing the communication over the unlicensed spectrum based on the first resource allocation and the resource usage condition.
