The double-H-shaped permanent magnets are magnetized in the circumferential direction, and the magnetization directions of the two adjacent double-H-shaped permanent magnets are opposite;the armature coil is wound in a groove formed after the stator iron core and the permanent magnets are alternately arranged; and two coils at the same circumferential position are reversely connectedin series to form a phase winding. The first rotor and the second rotor are provided with three circles of rotor teeth which are arranged in the radial direction separately, the rotor teeth are connected into a whole through a disc type yoke part, and every two adjacent circles of rotor teeth are staggered by 180/n mechanical angle.
