The method comprises the steps that themanagement subsystem receives a target registration request sent by the V2X message access gateway; when it is determined that the IMEI carried by the target registration request is legal, a serial number is created corresponding to the IMEI, and the target mapping relationship used for indicating a corresponding relationship between the IMEI and the serial number is generated; a target registration response is sent to the V2X message access gateway; and a management instruction is sent to the V2X message access gateway.
