The invention provides a mobile edge computing service and data collaborative migration method and device, and the method comprises the steps: when a user service needs to migrate due to the position change of a mobile user, according to an edge server where data of a to-be-migrated service is located and a storage state change probability of the edge server where the data of the to-be-migrated service is located, determining a service migration position and a data migration position of the to-be-migrated service when the service response time of the to-be-migrated service is shortest by adopting a particle swarm iterative algorithm; and respectively migrating the to-be-migrated service and the data of the to-be-migrated service to the service migration position and the data migration position.
