Abstract

The embodiment of the invention provides a communication method, device and system. The method comprises that a network management entity determines a dual-link attribute of a first neighbor cell of a first cell, the dual-link attribute being used for indicating whether the first neighbor cell supports a secondary cell as the first cell, the first cell belonging to a first base station, and the first neighbor cell belonging to a second base station; the network management entity sends configuration information to the first base station, wherein the configuration information is used for instructing the first base station to configure the dual-link attribute of the first neighbor cell. Based on the scheme, the configuration of the dual-link attribute for the neighbor cells of the first cell is realized, so that the first base station knows which neighbor cells of which first cells can not be used as auxiliary cells to carry out multi-link data transmission, and the situation that the base station wrongly configures the dual-link attribute under the condition that the base station cannot know an operator strategy and thus the system throughput is reduced is avoided.
