electrical distance is used to quickly establish a stable
voltage frequency reference for the power failure area, the
load shedding penalty sub-target and the load hierarchical and phased
recovery strategy are used to preferentially guarantee uninterrupted power supply for the first important load under the condition that the transfer supply capacity is limited, and the influence of power failure on sensitive users is effectively reduced.
