Abstract

The present invention provides a transmitting method of user data and its device, the method includes following steps: transmitting radio network temporary identifier to a base station distributed by users under the first state; associating the H-RNTI received by the base station with the corresponding user data; broadcasting the H-RNTI by base station, indicating corresponding user to receive user data, and transmitting user data.
