According to the system, user equipment (UE) sends an emergent short message request to a current access network element; the current access network element determines the request as an emergent short message and then the emergent short message is delivered to an ePSAP that is matched with an emergent number; or, the current access network element determines the request as an emergent short message and then the emergent short message is converted into an emergent short message in a mobile application part (MAP) mode and is delivered to short message service center (SMS-SC); the SMS-SC directly delivers the converted short message to an ePSAP that is matched with an emergent number; or the SMS-SC directly delivers the converted short message to an enhanced short message entity (ESME) and then the ESME delivers the converted short message to the ePSAP or a normal PSAP. According to the invention, a processing speed of an emergent short message can be accelerated and an accuracy of a switching emergent center is improved, so that an emergent service can be provided to a user successfully.
