Also disclosed is a system for bearer setup based on local access for implementing the method, comprising: a checking unit, for checking a message transferred between a mobility management network element and a base station in a bearer setup or modification process; and a determination unit, for determining whether traffic of service data can be distributed according to information in the message, and if yes, triggering a modification unit to modify a quality of service parameter included in the message. In the present invention, the local gateway captures and modifies the quality of service parameter, so that the local gateway completely shields a wireless communication network, and the quality of service parameter of data with the traffic to be distributed is effectively controlled, so as to reduce impact on data of the base station by introducing data with the traffic to be distributed.
