The method comprises the following steps: sending a notification message to a policy and charging executive function (PCEF) when the condition that a user satisfies charging policy switching conditions is judged by a policy and charging rule function (PCRF), wherein the notification message carries corresponding switched charging policies and charging addresses; selecting the corresponding charging addresses according to the switched charge policies after the notification message is received by the PCEF, so as to charge the user. The system comprises the PCRF and the PCEF, wherein the PCRF is used for sending the notification message to the PCEF when the condition that the user satisfies the charging policy switching conditions is judged by the PCRE, wherein the notification message carries the corresponding switched charging policies and charging addresses; and the PCEF is used for selecting the corresponding charging addresses according to the switched charging policies after the notification message is received by the PCEF, so as to charge the user.
