The quick cultivating and planting method is characterized by comprising the following steps: selecting a perishable weed-tree pile which is nearly 2m in height, 0.2-0.4m in lower-end diameter and 0.15-0.35m in upper diameter as a tree shaft model; firmly around the tree shaft model, planting un-branched crape myrtle trees of 2-3 years in the soil, wherein the adjacent trunks are close to each other; using a plastic film to firmly cover and fix the trunks on the tree shaft model; removing the film in late June of the year, using a new film to recover the trunks in the late autumn, removing the new film in late June of the next year; and covering the trunks for another time by another new film in the late autumn, and removing the coating and the bonded films in the late June of the third year; and carrying out nutrient and water management according to a normal management method of an artificial cultivation method of crape myrtle during the whole cultivating and planting period.
