The method mainly comprises the following steps of merging two business requests bm and bn which are reached adjacently according to operation time; establishing a logic network VN1 according to the business bm, establishing a logic network VN2 according to the business bn, and then merging the VN1 and the VN2 through a virtual chain with a bandwidth of zero, namely overlapping the businesses bm and bn; allocating a bottom-layer physical network to establish a logic network to meet the demands of a merged business requirement; if the merging cannot be succeeded due to insufficient resource of the bottom-layer physical network, establishing a logic network for the business bm independently, and trying to merge the business bn with a next adjacent business b3.
