The method comprises the following steps of: acquiring the number of CS (Counter-Strike) users on a target R4 carrier wave; judging whether the PS user is permitted to access the target R4 carrier wave according to the number of the CS users and a preset carrier wave access prohibition threshold; and permitting the PS users to access the target R4 carrier wave when the number of the CS users and the carrier wave access prohibition threshold satisfy the first condition.
