The minimum varying stress of the plastic layer is greater than the minimum varying stress of the first flexible insulating layer and the second flexible insulating layer, or the minimum varying stress of the plastic layer is greater than the elastic restoring force of the first flexible insulating layer and the second flexible insulating layer, so that the flexible substrate has the capability of low anti-deformation and can be randomly bent or crossed.
