The method comprises the following steps: measuring the ISCP (Interference on Signal Code Power) of the cell by using the base station; when the ISCP of the cell surpasses a first preset threshold value, performing channel estimation on the adjacent cell, and judging whether an activated channel estimation window exists in the adjacent cell or not; if so, calculating the RSCP (Received Signal Code Power) of a single VRU (Voice Response Unit) reaching the cell in the adjacent region specific to the estimated channel estimation window of the adjacent cell; calculating the average value of the RSCP, and transmitting the average value of the RSCP to the RNC; calculating the ISCP of the adjacent cell on the cell according to the average value of the RSCP by using the RNC. By adopting the method, the co-frequency interference of adjacent cells can be measured and counted under the situation of any co-frequency interference power magnitude in the system, so that a co-frequency interference source is controlled to reduce the influence of co-frequency interference on services.
