The device comprises a constant-volume tube, a quantifying loop, a mixing bottle, an air pump and a solenoid valve assembly; liquid to be diluted and diluting liquid are pumped to the constant-volume tube and the quantifying loop separately through a pressure difference generated by switching on or switching off the air pump and the solenoid valve assembly, and the mixing bottle is used for mixing the liquid to be diluted and the diluting liquid. The invention discloses a method for achieving constant-volume proportional dilution. A novel constant-volume tube and quantifying loop combining technology and an air pump and solenoid valve combining technology are introduced, and online rapid and precise dilution of various water sources such as ground surface water, sewage and industrial waste water is achieved.
