According to the invention, a bridge is provided for realizing flow sharing between a user with a surplus flow and a user with an insufficient flow; the user with the sufficient flow does not have to purchase a flow from a telecommunication service provider at a quite high price, and his cost is saved; and the surplus flow value of the user with the surplus flow can be utilized fully, and thus waste is avoided.
